THE CHALLENGE OF THE STRENGTHENING OF THE INSTITUTIONS IN AFRICA: THE INSTITUTIONAL CONSORTIUM OF INTERNATIONAL DEVELOPMENT AND CO-OPERATION (TROIS-RIVIÈRES, CANADA)

SUMMARY

We begin with a brief presentation of the Institutional Consortium of International Development and Cooperation (CIDIC) of Trois-Rivières (Canada). We deal with the context and the problem underlying for its creation, define its mission and give some examples of its realizations. In a second part, we will present the qualitative and quantitative profile of each of the institutions members of the CIDIC, their main crenulations of excellence and the fields in which they can intervene on the international scene. We will then explain the main distinctive advantages of the CIDIC, especially that to offer an unique entry for the projects, realization of technological education and vocational training for a long lasting development. With a concrete example, we will illustrate how the fact to reach the rich and heterogeneous basin of human and technical resources offered by the CIDIC as well as to be able to integrate vertically several levels of training constitute an innovative and advantageous formula. In conclusion, with the participants of the Colloquium we will share some ideas on the challenge of the internationalization of the education and will explain our forward-looking vision of the role that the CIDIC could play within its potential network of institutions partners.

LE CIDIC

Nous commencerons par une brève présentation du Consortium Institutionnel de Développement International et de Coopération (CIDIC) de Trois-Rivières (Canada). Nous évoquerons le contexte et la problématique sous-jacents à sa création, définirons sa mission et donnerons quelques exemples de ses réalisations. Dans une seconde partie, nous présenterons le profil qualitatif et quantitatif de chacune des institutions membres du CIDIC, leurs principaux créneaux d’excellence et les domaines dans lesquels elles peuvent intervenir sur la scène internationale. Nous exposerons ensuite les principaux avantages distinctifs du CIDIC, notamment celui d’offrir un guichet unique en matière de réalisation de projets d’éducation technologique et de formation professionnelle pour un développement durable. À l’aide d’un exemple concret, nous illustrerons comment le fait d’accéder au riche et hétérogène bassin de ressources humaines et techniques offert par le CIDIC ainsi que de pouvoir intégrer verticalement plusieurs niveaux de formation constitue une formule innovatrice et avantageuse. En conclusion, avec les participants du Colloque nous partagerons quelques réflexions sur le défi de l’internationalisation de l’éducation et exposerons notre vision prospective du rôle que pourrait jouer le CIDIC au sein de son réseau potentiel d’institutions partenaires.
